今年7月下旬から政府関係や通信事業者等、多数の組織が自サイトの模倣サイトが存在していると注意喚起を掲載しています。
多くの組織が「模倣サイト」であると注意を呼び掛けているドメインは「○○.org」等として記述されています。そのため、具体的にどのサービスかは明らかではない*1ものの、一部では「3s3s.org」の記述が見受けられたことから、「3s3s.org」について調べたのが上の記事です。
「3s3s.org」とは結局どういったものなのか、サービスの管理者の方に聞くのが一番早いと思い質問を投げてみたところ回答を頂きました。

Service http://3s3s.org work as HTTP proxy for unblock any sites. I developed it to bypass Internet censorship in Russia.

It is our intent to comply with the Digital Millennium Copyright Act (the text of which can be found at the U.S. Copyright Office Web Site here) and other applicable intellectual property laws, through 3s3s.org technical design.
3s3s.org does not provide archival storage of content, like google.com's cache or archive.org. 3s3s.org work as proxy and no any content save on the disk or memory.
Thus, if you believe that a website is making infringing content available, please direct any notices to that particular website. Recall that 3s3s.org naming method makes it obvious the identity of the origin website: A URL of the form http://www.example.com.3s3s.org/ corresponds to an origin site http://www.example.com/ .
